It's hard to tell from the picture, but it looks like the taped part is a breather hose that ties into the intake system near the throttle body and AOS. If the mechanic did that to keep something from rubbing on the hose, then I would consider that a fine use of duct tape. However, I suspect in this case that it's either to seal a hole in the hose or to secure the connection at the end of the hose. In that case the part was simply broken and needed to be replaced. No doubt, no question, I would take the car back to the dealership and demand that they fix it properly without additional cost.
