Well, let's give the service department the benefit of the doubt. I don't know exactly what I am looking at but its obvious that this is not a new car and probably out of warranty. Perhaps the tape is instead of replacing an expensive part or a part that was on back order and they were trying to save you money or time.

If I were you I would call the service manager up and ask him (in a nice way) to explain the duct tape. If he can come up with a decent reason why his technician did this then ok, if not there's plenty of time to scream to PCNA.
