Rust warranty question...

Does the rust warranty on the car transfer to any new owners for the 10 year span? Would the rust warranty cover rusted lug bolts? I assume they aren't part of the body and therefore wouldn't, but I'm not sure. My front lug bolts on both sides are a rusted for some reason and sort of an eyesore (no problems with the rear ones). I have the 18" turbo twists on my car if that makes any difference in what size/type I need. If you don't believe it would be covered then where is the cheapest place to get some new ones?
