I agree! Stay persistent, and tell them to at least try and tun the OBC on. They've got nothing to lose, by at least trying.
It is a fairly simple DIY, and you shouldn't have any problems doing it yourself. I had never done anything like this to a car before, and it took me under an hour to do this hack.
