The front driver's side radiator fan is the primary, and comes on when the engine tips past the normal operating temperature. The passenger side radiator fan kicks on whenever the AC is turned on. Both are located in the front bumper area ahead of the front wheels, btw.

The engine compartment fan, located on the passenger side behind the rear seat area will kick on at startup for 30 seconds to a minute and then turn off until the sensor tells it it needs to be turned back on. Mine rarely turns on at all unless I've been driving the piss out of the car.

If you bring the car up to temp (180 or so) and then crank the AC to the coldest number on the display, both radiator fans should be blowing. If not, it's probably a fuse or a relay because both would not be burned out simultaneously.

The fuse diagram is located in your owner's manual. If you don't have one, now would be a good time to buy one through Sunset Imports in Oregon. Best $35 I ever spent.
