Vacuuming or simply knocking out the debris would work to an extent. I am highly doubtful that washing with water would work as it's a paper filter. I don't see that it really gets that dirty (depending on the environment where you live), as much as it just gets old and frayed. At least mine wasn't as dirty as say an air filter and the new one I put in ~4K miles ago still looks brand new.

I bought a carbon filter for less than $50 and changed it in less than 5 minutes... Considering the cost and trouble, I'd just change it out with a new filter when the time comes.
