Any recommendations for an ODBII scanner that is low cost but will also clear codes if needed? I do not have access to a laptop so I prefer a scan tool with screen instead of the cable and laptop...

It sounds like you have a bad alternator or loose wiring from the install. I'd pull the alternator out and bring it by a local Autozone...
