get some stick on velcro and just use the soft side on the 3 tabs of the mesh insert.

It stopped mine from rattling. Should also work on the bottom of the windscreen.

Just paid about $250 to replace the backing plate...

Just paid about $250 to replace the backing plate with new improved bushings on my 99 Box. Same thing- fuses kept blowing and the horns on continuously. They replaced to horns while they were at it.
