Removing front license plate bracket.

Do you have to remove the front bumper cover to remove the license plate bracket? I want to put in the bumper plugs, and tried to find a way to remove it, but there is no direct access.

Hi,

In New York state, the law requires that you display a Front License Plate...

I know (I am a P.D.), so I kinda have a free pass....(Gold Shield). I got it off though, so thanks anyway.
