Cam locks Fit In Notches?

I am doing a Clutch, RMS and IMSB. Pulled the Cam Plug after setting the Engine to top dead center. The cam notches are vertical. Exactly like all of the photos I have seen for properly installing the cam locks.

Do the cam locks fit into the notches on the cams? Or rest against them? I swear the cam lock in use will not fit inside the notches.

The tool should fit in the notches:

Try spinning the motor 1 revolution then test fit the tool again. It only fits once every 2 revolutions per side

Thanks for the information and the pictures. I have to go back and rotate the engine 180and check again. It just looks like that cam lock is thicker than the notch.
