Coolant Changeover Valve and Vacuum Leak

Been trying to diagnose a vacuum leak - and may be onto something...
Should the mechanical portion of the Coolant Changeover Valve be able to hold vacuum? If I apply vacuum to the hose going to the canister side it will hold pressure. If I try the side going to the mechanical part of the actuator that actually opens and closes on the transmission line, it does not.
