Can't honk can't switch tiptronic gear,

Hi

I have this strange problem
1. When I signal left or right, it works except the signal wouldn't cancel when I make the turn
2.I can't honk when car engine is started. It honk when my key is in but engine not started
3. Similarly while driving, I can't shift the tiptronic gears on the steering wheel


My mechanic claims these are clockspring issues and ask me to buy one for him to fix.. I've read some resources online and I understand that the clockspring issue could be explained by 1.

But what about 2. And 3.?
