Broken bolt removal tool - this may help:

The trick with whatever tool you use is to get a center punch mark or pilot hole dead center. Much more difficult than you might think.

Just be careful there isn't some defect in the rest of the mechanism that is causing this problem.To snap that bolt requires a huge force - enough to damage other (expensive) parts.
There is guy on Renntech (Maurice IIRC) who is a whiz on top problems -may be worth consulting there first ?
