Operating Top without Engine Running
Is there any reason why you can't raise/lower the top without the engine running?

no, none whatsoever other than running your battery down if you did it a bunch of times

When I was rebuilding my engine I did run the battery down operating the top and while I didn't count the cycles it seemed like it was only 4 to 6 times. Because of that, now I only run the top with the engine running.

I've done it from time to time where I don't want to fire the engine just to put the top up. Wasn't an issue, but it's a lot of power so I can assume that it would suck your battery dry if you let it
