Headlights, wipers, climate control only work when engine is off

After 5 months on jack stands in my backyard, I am finally driving my boxster again. I am having a strange issue with the electronics, however.

With the key in the "On" position (engine off), the following systems are fully operational:
- windshield wipers
- headlights
- air conditioning (including blowers)

When I start up the car
- windshield wipers do not respond to controls
- I am able to turn on running lights, but not low beams (so cannot see road at night). High beams come on when pulling on lever, but not when lever is pushed forward.
- The A/C blower does not turn on

Any idea why all these systems would be disabled when the engine is on?

I have a Durametric kit that I can use to read values and check/reset codes, if necessary. Thanks for any help.
