Where does this ground cable go
 
I was changing the AOS the other day and noticed a
Ground cable not connected. Does anyone know where it goes

I think it bolts to the starter

That's weird if it does considering its size and it not causing any ill effects with it disconnected

If you didn't already get it, yes that is the ground for the starter. The end you have open, mounts on the frame for the blower.

Be sure to bolt it back up to blower bracket. Parts of the car not meant to carry current are doing so. This can translate into corrosion in weird places, like inside the water jacket, and burning out whatever happens to be carrying the current during high loads such as starting.
