blowing gauge cluster fuse

I have an 01 tiptronic and the problem is that my heater fan motor doesn't work and I keep blowing my cluster fuse. If I disconnect the climate control, cluster is fine. Is that fan motor on the same circuit as the cluster?

Any help would be greatly appreciated.
