The outside temp sensor plugs in behind the fresh-air/recirculation valve. Without the AC unit, you're not likely to have the recepticle (though this is somewhat unclear in the manual, especially for ROW models).

If you have an electrical connector for the outside temperature sensor present, then you could install the sensor through the grill (all RH grills have the holder for the sensor).

You can still have the OBC activated and it will likely work minus the outside temperature function whether you install the control stalk or a switch.
