Spec boxster de snorkel legal?

Hey everyone. Thinking of building a spec boxster and the previous owner de snorkeled the car. Is this a legal mod for spec boxster? The rules state:

"Replacement air filters cannot be larger than factory and must be drop-in factory size and style. No modifications to
engine air inlet and intake"

I'm curious how people interpret the rule. Sounds like they don't want bigger filters or post filter modifications but it's pretty vague when it comes to pre filter in my opinion. What do you guys think?

Not legal, there was someone selling snorkels on the Texas or Colorado spec boxster facebook page awhile back.
