You don't have emissions/smog tests there? If not, you're probably OK. If it were me, I'd at least look into the cost of repairing the one you have and keeping everything straight versus the cost of getting the other parts from another car and hoping you'll never have a VIN issue. I've heard of others doing what you're thinking of doing, but for me it made more sense to keep the VIN straight.
There is a 3rd way, if you know how to reflux. Take the EEPROM out of your damaged unit and put it on a good one. It's risky because you can seriously damage both units. Once you start melting the solder, those little bits around the EERPOM can easily get misaligned, let alone the risk of overheating the EEPROM. Even though I had enough experience, and I practiced many times on a junk circuit board with comparably-sized components, I was still sweating bullets when I did it on mine.
