Installing struts

Bought the Koni special actives and had some install questions I have not been able to solve with search, was hoping to get some guidance:

1. There is a thin metal piece affixed to the strut … I thought it was likely for packing to keep it from expanding, but I see a cutout in the bottom washer so it appears to fit over the wire??? I don’t see how one could bolt down the top if the strut so I’m a bit mystified as to what this is / what I am supposed to with it. Picture attached. Name:  IMG_1196.jpg

2. There is a bushing at the bottom of the Bilstein’s that I would normally move to the new strut (it sits at bottom below the boot — does this also get moved to Konica?

3. My old bump stops are all inside the boots. I’m not sure if they were installed that way or worked there way down over time. When I look at the diagram the bump stops seem to be above the boot — mine look like they were installed THROUGH the boot so that the lower lip is retained inside the boot. Which is the correct way to install my (new) bump stop / boot?

4. What is the recommended torque for the top strut nut? And what is it for the 3 mount bolts?
