Reinstallation of Belt - AC pully rotates freely

On my 1999 Boxster, I removed belt to install new water pump. On reinstallation of the belt, I noticed the AC pulley could rotate freely. Is this normal? Car has 40k miles.

The AC pulley should rotate freely unless the compressor's electromagnetic clutch is engaged, then it should turn the compressor
