98 2.5, ABS/TC issues, Battery??

Hi all,

I'm in the process of getting my car MOT ready and the only issue stopping it is this strange TC/ABS issue.

If I get in the car in the morning and start it it has both on, then a 10-15 minute drive, restart the car and they're off and will stay off unless I leave the car for a long period, say 5 hours. I have left it for an hour many times before and gone back and started it and they've been off. This led me to think what is changing on these short drives. I thought battery charge, maybe it's draining and the short drive tops it up, I do a drain test and get 0.45A, which I read is way too much, I pull fuses and the only one to make a difference is the stereo, this makes it drop to nearly nothing, However if I open and close a door then wait for it to settle back down again, it settles back down to 0.1 which is still too much isn't it? I have tried putting a new fully charged battery on and the lights are still on, so I think it could be a separate issue. What else could it be? I have checked the sensors using a multimeter, they are all what they should be, front right had a new sensor anyway as I changed the hub. When the lights are off everything works as it should so it can't be anything big surely. I only have a generic reader which won't get abs codes unfortunately.
The car does have a few other issues with central locking not working and also occasionally I get the ignition switch symptoms of wipers and the fans not blowing. I assumed they were unrelated though.

Any help is greatly appreciated,
