What does it do if you try to partially open the top? Carefully of course!

Maybe try to get a second person to hold the front of clamshell down so it moves as close together with the arm it broke loose from?

Or maybe the drive's side is stuck. Try to get someone to pull up on the back of the driver's side of the clamshell. Maybe even get two helpers to do both at the same time while you operate the roof.

Go Manual?

try lifting from the front of the clamshell (as it opens normally) and coax the clamshell up and the top partial. Disconnect everything (the arms) so they are free moving and troubleshoot the issue.
I forget EXACTLY what I had to do, but I converted to manual after my top crapped out. I didn't even try to figure out what went wrong. Now I love manual operation, it takes seconds.

Wait. The clamshell lifts up from the back.

I think you are having an issue now because both micro switches are not engaged so it is "confused" as what it should do now.

When I try to active top up or down, nothing happens.
It appears the the arm that is sticking out of the clam shell is binding in both ways. Possible?

My current plan for the week end is to reach through the small access on the passenger side and see what I can disconnect.

Read the owner's manual (you can find it on line). There is a tool in the tool kit (if you have that) or a long screw driver will do, to pop off the ends of the push rods that operate the roof. With them off the roof can be lowered to give better access to troubleshoot.

Thanks, I have had the car since 04 so I have the owners manual, if you review the picture from behind you can see that the clamshell is tight on the drivers side, however I will try, this weekends fun!

update

Well, managed to get it open, root cause was that the plastic block that slides in a track as the clamshell slides was broken, gonna replace both sides bushs and blocks.
