Yes they fit, and they look fantastic! My 99 with contrasting 03-04 Vents sourced from Woody.

I can't confirm the vent itself helps with airflow but the snorkel opening is larger on the 03/04. That's maybe why people think the vent flows better

It does look like they are less restrictive. But would need to see them side by side, in hand to make more than a WAG ( wild ass guess)
