Headlight tray adjustments after replacement
 

I mistakenly removed my headlight tray thinking it was broken. I thought it was bad because the top of the headlight had fallen below the top edge of fender and I couldn't get it to adjust. Bought a new one and its the same as the old one on adjusting. Did a search. Not much posted about these.
How in heck do you adjust these trays? Anyone have any tips on the process? Weird set up to me.
