Seat back latch stuck
 
My 99 driver's seat latch isn't working. The levers move (upper part of seat back near headrest) and aren't stuck but the seat back won't release and fall forward. The power recline works.

I searched here and other forums but couldn't find an answer. Can someone recommend how I troubleshoot and resolve this?

You'll need to take the seat out and start tearing into it. There is a cable attached to that lever that runs down to the latch in the seat hinge. Something broke or is disconnected.

Did you try moving the seat forward on the rails? I had the exact same problem with my '99, but I spent the last day and a half swapping the coverings 'cause the DS had a hole in the bolster and was spewing bits of foam every time I got into it. Don't know what cured it, but...
ps - seat rails use E12 female torx, so unless you have them...also, the torque on the seat bolts is 37ft/lbs. Doesn't sound like much, but I had to use my 1/2" to crack 'em.
