Is there a trick to pull off or just use a screwdriver? I'm moving my license plate from in front of 3rd radiator.

Should just pop right out.

Yes it should just pop open. Use your index finger and give it a pull at the bottom.

Interesting, cap held on by plastic cord.
Not anymore.

The cord may be there to keep it from falling off. Track day drivers are popping them on and off for tow hooks and they can to loosen up.
