No, it's not Russia.

It's the behavior of my horn after replacing my ignition switch with a new one.

With the key removed the horn works at all steering wheel positions.

Insert the key, but do not turn the key, the horn works at all steering wheel positions.

Turn the key to the run position, and the horn does not work at any steering wheel position (engine running or not).

Turn the key to the off position but do not remove it, the horn does not work.

Remove the key, and the horn works again.

Any thoughts?
