Cigarette Lighter Voltage
 
Before everyone tells me to search the forum for the answer, I did.

I have a stock lighter in my 99 base. I want to replace it with a standard U.S. socket. I disconnected the lighterand checked the voltage at the plug with the car running and with the key in the accessory position and get nothing. Checked the D5 fuse and it's good. Am I missing something?

Yes, because the lighter sockets in this cars are hot all the time.

Any thoughts as to where the disconnect could be? Fuse is good so I guess I have to trace the wires back to their source...

The factory cigarette lighter sockets have both a power and ground running to them, one of these has to be breached or shorted.
