If your headlight seals aren't leaking and all the damage is to the outside and you don't mind spending a few hours on it just sand them. I did this on my TT and it took about 3 hours to do both lights but they came out like new. They were pretty bad and I had to knock them down with 400 grit then 600, 800, 1000, 1500, 2000, then 3000 and finished with a wheel and rubbing compound.
