Dirty oil filler tube?

How much oily dirt is normal on the oil filler tube, (firewall to engine piece, number 19)?
I had a pipe spring clip that was rubbing the accordion section and thought it was holed. Doesn't appear to be though. Checked for vacuum difference with engine running cap on, cap off and there is a huge difference so think I'm clear...
