Look in the owners' manual for the fuse diagram, find the one for the horn, pull the fuse out and see if it has continuous metal inside the clear plastic or if the metal has been burned out of the middle portion due to an electric overload? Youtube has plenty of videos on testing fuses with a multimeter too.
