What the heck is the purpose of this?

I'm doing mu interior and have the switch handle off and had to go get something so when I switched off my lights it went this far and freaked me out that my right side was only on. What's the gods honest reason for it.

In countries where it is custom to park on the side of the street, the parking light option turns the small wattage light on in front of the front fender on the side facing the road to increase visibility at night without too much current draw. So you have a left light and a right light switch position.

So they would leave it on over night or something? I only noticed that the tail lights were on. I disconnected those small fender lights cause one bulb blew and just haven't gotten to replacing them.

Any time your are parked on the street, hence the name "parking lights". :D

You don't see them used much here...

Yes, both front and rear come on. Not the side lights on the fenders - at least not on my 986.
It's a legal requirement in some European countries so we all get it. When wondering why they felt it necessary, I imagined a Frenchman riding his bicycle through a medieval township with no lighting in the alleys and slamming into a parked car. His baguette broke and his beret got muddy in my imagination, but those are probably not relevant details.
It's a very old rule, one that presumably predates lights on bicycles!?!?!

Most German cars have that.On my 944 if you put the turn signal on and turned off the car that light would remain on.

Unlike "park lights," the license plate light and instrument cluster lights are not lighted in these positions. Mercedes has had this for years, but most BMWs I've seen are "Americanized" and don't have it.
