Tim - Looks like PIR to me. (Phoenix Int'l Raceway). I believe that fans sit up on the hill to the left in the photo and watch the races.

That was my layover on my way to MO last summer. Saw the race as I went by but couldn't tell what lap, who was in the lead, or who TS had run over at that point.
