That's terrible to see. From the title I though it may be some sort of race at first.

I see that the language in the comments does not translate easily into English:
"Selfish people say? You have great love? Or all right? No matter across the green after a car you have to remember to give me change out of ultra-running will not stop until there are holes to be drilled with the passers-by do not waste clearance for people waiting for you behind oh"

Did the scooter driver survive?

His fellow scooter riders left him for dead face down on the road and kept going.

What's the driving rule? They have a green light.

He who flinches loses. But often the "better" car gets the right of way. Lights don't really matter that much.

Some of the craziest/tightest driving I have ever experienced. But surprisingly I have only seen a very small number of accidents when I'm there (usually ~4 times a year)

Yeah they run around like idiots over there on scooters. The scooter driver was going way too fast. Why was the car that captured the film not moving? He had a green light.

It's pretty clear. Car turning left. Oncoming scooter has right of way. Unfortunately, they don't call them donorcycles for nothing! :(
