What the heck is supposed to trigger the gas door actuator? The manual access won't push forward back into a lock position. what would be holding it in an unlocked position?

So, my 99 Box, The manual gas door lever won't return to a locked position and in reading postings and reviewing the Bentley manual I have since discovered that there is an electric actuator on the gas door access, what would cause this to never be locked and just exactly actuates it to open?

The gas door is coordinated with the door locks. When the doors are locked, the gas door should also be locked. When the doors are unlocked, correspondingly, the gas door is unlocked.

I'll confirm this tomorrow but when my car is on, gas door locked. Car off, door opens freely. Car off and locked, gas door locks.
