Inner tie rod question

I'm about to embark on replacing the inner tie rods. Have the pelican book and various online sources. Seems simple enough. One thing I can't get a grasp is how to torque the rod to the proper spec. Do I use a crow foot spanner with attachment to a torque wrench or what?

Thanks! I wasn't sure if that tool would accept a ratchet. I planned on buying that tool as well.
