On what wheel offset actually means? I was just looking at rims...18" etc.m 8.5 in front 9.5 in back with 45mm offsets. What in the Hel! Does that mean

Offset refers to the distance between the center line of the wheel and the back pad (the part of the wheel that interfaces with the hub).
