Update to this thread:

I changed the passenger side window regulator, hoping it would solve the same problem, however, the window still isn't dropping. When I lift the door handle enough to make it drop, I can hear it trigger something (very briefly) but the window doesn't drop still with a brand new regulator.

Any suggestions? Could it be the micro controller?

Does the window drop when pulling (interior) or lifting (exterior) the door handles, and then goes back up when the handles are released?

No, it does not. With the door closed and window all the way up, if I lift the interior or exterior handle, it'll make a slight noise as if it was lowering the window but it doesn't lower.

If i continue to open the door, the friction on the roof rail pushes the window down. Since the window is now "down", when I go to close the door, it will automatically return itself to the closed position.

So the car thinks the window is down when I open the door, which is the reason it puts it back up when the door is closed, but the window isn't actually going down on its own.

Sounds like the same issue I was having originally before I changed the regulator, but the regulator that's in there now is brand new so it can't be a stretched out cable.
