Water Leak

There might be a thread covering this but... I have a bad water leak entering in behind the seats. The water spills into the lower back seat floor going over the seat belt mechanism. I know there is a channel at that location that is to let the water flow out a drain but it seems to me I'm missing a body part to help control the water flow. The drain is not plugged. When I pour water on the car (first picture) you can see how the water flows over the seatbelt mechanism (not sure of the word for it). Any idea what to check?
