Steering / front suspention Question?

I have a steering shake/wobble at speeds of 60 mph + that I cannot get rid of if my life depended on it.
Car has new:
outer tie-rods
Tires and balance
drop links
struts

Still have a horrible shake/wobble on the highway and its super frustrating.

Ok, here is my question.

when I jack the front left of the car up(keep in mind the other right side is planted on the ground) if I grab the wheel/tire and jolt it back and forth left to right(like checking tie-rods) the steering wheel will move about half an inch left to right also.

Keep in mind the other side of the car is on the ground so the other tire is not moving whatsoever or able to move.

Is this normal?? Or is there slop in my steering components and I need to replace something? Outer tie-rods are brand new.

I just want this thing to ride smooth on the highway finally. The shaking sucks.
