Sorry, but I don't remember for sure about the direction for loosening the pulley. My guess is it needs to turn counter clockwise to loosen it. It is a little confusing, but I believe the 1/2" outer needs to turn clockwise and the 17mm wrench needs to turn counter clockwise to loosen the pulley. Or the opposite of what you state above.

Another thing that may help is to use the boxed end of the 17mm wrench. I'm not sure which tool you have, but I removed a clip that can be seen in my picture, that allowed the 31 spline bit to be removed. I could then slide the boxed end of the wrench on to the bit before sliding it back on and reinstalling the clip. This way you can use a lot of force without the wrench slipping.
