I know I'm going to hear hell for this question but I'm looking for a dual purpose Porsche to be used as a daily driver in the city with traffic and also be able to take to the track and do several Driver's Ed events per year. Can the PDK cars be that dual purpose car that I have been looking for?

I have a friend with a Carrera4S PDK who has tracked his car 4 times this year. He's much faster than me! It's too early to tell how if it will hold up over years of DEs, but he's had not issues with the transmission, or the car, in that time.

How do PDK and Tip compare? Obviously the newer technology likely makes PDK superior but in what ways?

Totally different animals.

The PDK is a twin clutch automated manual transmission the tip is an automatic transmission.
