The way I see it, there are only 2 ways to find out.
Get a PPI, or spring for the 20K and cross your fingers.

It can be trusted, but I'd find out why. Winter sale? Distress sale? Death/divorce. Bad interior/exterior? Lots of legitimate reasons to sell a car for less than blue book or going market rate. Equally as many underhanded reasons though.

Salvage title ? Have seen some 996s with salvage titles below 30k.
