What per se am I supposedly confused about?

CarFax, let alone their "Buy Back" bull******************** isn't worth the paper it's printed on or PC screen it's viewed on. Too many variables and their "out" always is 'It wasn't reported to us'. Note that's not 'it didn't happen', or 'we didn't find', it's quite simply 'it wasn't reported to us'. In other words, all they do really is gather information that IS reported to them... not they found by really searching

That's not to say it can't be useful, just rather don't rely upon it. In fact, if you ever see anything bad reported on a CarFax, you should run like H3LL the other direction b/c of how bad their reporting is (except for title / # of owner info).
