window jumping

From outside the car when I operate the driver's outside door handle the window correctly drops and the door can be properly opened. However, when at any stage I release the handle the window goes back up (which the passenger side does not do) preventing closure of the door.

Similarly from the inside, I cannot pull close close the door because the window fouls on the hood; the window remains up unless I operate the inside handle.

I can cheat to get the door to close by pulling slightly the handle whilst pushing (ie slamming) the door closed.
Is this merely a 'programming error'or worse?
