Convertible top won't go up

When I attempt to raise the top, I can hear a click as if a solenoid is engaged, but the c lam shell does not rise and the motors do not turn. I was wondering if there was some kind of over ride to release the clam shell. I notice there is a switch behind the driver's rear shoulder that says "push." Is that an emergency switch? If so, it does not seem to have an effect. My last resort is take the bolts of the transmissions and do it manually, but I was thinking there must be an easier way.
