It's just paint covering the screws used to lock them in place. Using a small screwdriver, you can clean the paint out of the screw slots to loosen the screws - just regular slotted machine screws. You do not need to remove them - they will loosen sufficiently to remove and replace the switch. Then re-tighten. There really ins't a need to repaint them, but if you want to, you can really use any paint - just a dab. You could also probably just use white-out, or even carpenters glue.

The screws are not listed in the PET as replacement parts, but check with a dealer and maybe they can set you up if you need to replace them.
