Ashtray light

My ashtray light is not working. I bought the car (2000 boxster s) in december '08 and never really bothered with it but I wanted to fix it today. The bulb appears ok but I was told that it's hard to tell on that type of bulb if it's still good. I went out and got a cheapo voltmeter ($15) and tested it on something that I knew worked and it displayed 12V. Then I tested it on the wires after unscrewing the two torx screws and removing the bulb assembly and it comes back as 0 V. I even switched the prongs around (even though it would just say - V if it were backwards). So I'm not getting any voltage to that bulb. Which fuse controls that bulb? Thanks.

EDIT: Car lights needed to be turned on, then I get a 6.6V reading.
